Grama Sabha
The Grama Sabha is the grassroots-level democratic assembly and decision-making body of Local Self-Government Institutions (Grama Panchayats).
Key details regarding the Grama Sabha are as follows:
1. Structure
Members: All registered voters residing within a panchayat ward are members of that ward's Grama Sabha.
Chairperson: The respective Ward Member / Councillor serves as the Chairperson (President) of the Grama Sabha.
Convener: The proceedings of the Grama Sabha are coordinated by an official designated by the Panchayat (Convener).
2. Key Roles and Powers of Grama Sabha
Development Projects: Discuss development proposals and plans of the panchayat and determine their order of priority.
Selection of Beneficiaries: Select eligible beneficiaries for various government and panchayat schemes and welfare benefits.
Budget and Accounts: Review the panchayat’s income and expenditure statements, annual plans, and budget.
Social Audit: Ensure transparency in development works and evaluate the quality of implemented projects.
3. Meetings
The Grama Sabha must convene at least 4 times a year (once every three months).
Quorum: A minimum of 10% of the total voters in the ward must attend to constitute a quorum (with mandated representation of women).
